"the huffington post" reports that a bipartisan group of lawmakers led by herman cain and levin are proposing a counter proposal that does even less. it would eliminate some redundant opportunities to filibuster. gi

>>> breaking news. another shooting at a mall outside of portland, oregon. this is new video from inside the mall. terrified shoppers. some with hands up as law enforcement officers swept the mall. >> the sweep went long in to the evening until officers could know for sure the gunman who opened fire with an assault rifle did not have an accomplice. he was acting alone. the carnage ended with two dead one critically wounded and several with more injury and the gunman dead of a self-inflicted gunshot wound. police say he did all of the shooting himself. the shooter is apparently dead of a self-inflicted gunshot wound. authorities gave an update. >> we are almost finished searching the mall and locating everybody and releasing them from the mall. the numbers are still the same. we know there to be the shooter's deceased, two dead and one transported to trauma. additionally i can confirm the shooter is dead of an apparent self-inflicted gunshot wound. by accounts, there's no rounds fired by law enforcement in the mall today. >> no rounds? >> no rounds fired by law enforcement. >> take

a lot of heavy snow among higher elevations across portions of oregon, over a foot of snow recorded and a lot of heavy rain. some spots picked up to 15 inches of rain across northern california. unfortunately we deal with mudslides and widespread flooding in california, oregon even into washington. fortunately we have relatively quiet weather through parts of california and portions of seattle. showers across the portions of the pacific northwest. as we head into tomorrow and wednesday we have a new storm system that will be arriving producing a lot of heavy rain, three to six inches. the ground is saturated from the last series of storm systems. this could pose big issues across the areas already hit very hard with all this rain. look at the future radar as we head into tuesday and wednesday more rain. basically the northern parts of the rockies we have snowfall. we'll see snowfall across portions of the west coast but even into the northern rockies. dealing with more moisture across portions of west coast even though we dealt with a number of storm systems. jon, very quickly anoth

of portland, oregon, three people are dead after a gunman went on a shooting rampage inside a mall filled with holiday shoppers. witnesses say it was a chaotic scene inside the mall as the man reportedly dressed in body armor and wearing a white mask opened fire with a high-power rifle. this morning, investigators are trying to learn more about the motive and the suspect who police say shot himself to death. nbc's jay gray joins us from portland with the latest details. jay? >> reporter: hey, there. yeah, bill, just a tragedy unfolded here yesterday afternoon and mall's still on lockdown early this morning as local, state and federal agents continue to comb the area looking for any evidence trying to answer obviously the questions of how and why all of this happened. they say that's going to take some time. as many as 60 rounds fired during the shooting rampage. as you talked about, two victims dead, one seriously injured but said to be in stable condition early this morning, and then the gunman, of course, turning the gun on himself. so, again, investigators trying to understand what may
